President of France Wants to Add Climate Targets to Country’s Constitution

French President Emmanuel Macron announced on Monday a nationwide referendum on Monday. He is proposing to amend France’s constitution to include climate-related commitments. Doing so will require both a parliamentary vote followed by a referendum.

Macron made the announcement while speaking with a civic group tasked with making recommendations about tackling climate change. The French President stated the country is not doing enough to meet commitments outlined through the Paris Climate Agreement. France is one of 19 countries in the G20 that are not on pace to meet its emission reduction targets as part of the agreement. The only G20 country that is on pace to meet its targets is India.

“Should we do more? Yes,” Macron said during the discussion.

“We need to keep moving forward, and that work is even more urgent,” he continued.

The announcement comes on the heels of a ruling by France’s top administrative court last month. The French government was taken to court by the town of Grande-Synthe on the grounds it is not doing enough to address climate change. Grande-Synthe is a coastal town that is particularly vulnerable to the effects of climate change. In the court’s ruling, Macron’s government was given 3 months to show that they have taken action to meet the targets set out in the Paris Agreement.

Council said in their ruling that “while France has committed itself to reducing its emissions by 40 percent in 2030 compared to 1990 levels, it has, in recent years, regularly exceeded the ‘carbon budgets’ it had set itself.”
